Do I need identity theft protection or data removal?

They solve different halves. Identity theft protection watches for damage after your details are already out: credit monitoring, alerts, insurance and someone to call. Data removal reduces what is out there in the first place. Buy protection if your worry is money and accounts. Buy removal if your worry is being found, contacted or profiled. The insurance in a protection bundle reimburses eligible losses; it does not stop the exposure that caused them.

Two different halves of one problem

Protection watches for the damage. Removal reduces the exposure that makes the damage easy. Neither replaces the other, and a company selling you one while implying it covers both is the thing to watch for.

If theft has already happened

Start at identitytheft.gov. It is free, it produces a recovery plan for your specific case, and it generates the letters. Then decide whether monitoring is worth a subscription. Do not start with a purchase.

If you are trying to stay out of it

What does data removal do instead?
It reduces what is published about you: broker profiles, people-search listings, and the details a stranger uses to find, contact or impersonate you. It is prevention, and it does nothing about a card already being misused.
Which do I need?
Protection if your worry is money, credit and accounts. Removal if your worry is being found, contacted, doxxed or profiled. Someone recovering from theft needs protection first. Someone avoiding it needs removal.
Does the insurance mean I am covered?
It reimburses eligible losses and costs under its own terms, after the event, once you claim. It is not a shield, and reading what counts as eligible is worth doing before you rely on it.
Is a bundle better value?
Often, if you want both halves and a family plan. The trade is depth: a bundle's removal is one feature among many, priced as part of a suite rather than built as the product.
Can I get the recovery half free?
The Federal Trade Commission runs identitytheft.gov, which produces a personal recovery plan and the letters that go with it, at no cost. Use it before paying anyone for recovery help.
